The paper considers global security information support problems of the regional socio-economic systems in the Arctic zone of Russian Federation. Research and work-out results in the field of methods and technologies engineering for management processes virtualization of risk-sustainable regional development, which provide the possibility to scalable multifunction network-centric information and analytical environment formation for global security management support of arctic regions, are represented. The received results and contributions correspond a new cognitive approach to regional distributed information systems development based on network-centric multi-agent virtual environments integrated within the global information infrastructure.
