History of Science and Engineering Annotation << Back MEASURES TO IMPROVE FARMING IN THE VYATKA REGION IN THE EARLY TWENTIETH CENTURY Yu.V. Pershina The article aims to consider the specifi cs of Russian state policy on development of farming in the early twentieth century, implemented in the Vyatka region. Objectives: to identify ways and methods of implementation of government policy in the specifi ed sphere of activities; to show the role of local zemstvo self-government on the development of agriculture in the region. The author used historical-typological, historical-systemic, historical-genetic methods. The problem of increasing farming in the Vyatka region in the early twentieth century jointly decided by the Department of agriculture and local zemstvo self-government. Program improve farming in the Vyatka province in this period was implemented to assist the agronomy societies; selling cars from warehouses; the exchange of seeds of farmers to new varieties, sale of seeds and their removal; conducting experiments; the spread of artifi cial fertilizers. The number of agricultural societies in the Vyatka region from 1900 to 1910 increased in 10 times (from 2 to 20). Sales of tools and machines through the zemstvo warehouses increased from 1900 to 1906 in 1.9: from 78 276 rub. to 150 000 rub. Peasants could exchange their seeds for planting the best varieties on zemstvo farms and in the lower agricultural schools. The spread of new seeds contributed to the Vyatka experimental agricultural station. In 1906 - 1907 the provincial zemstvo has organized the sale of fertilizers to farmers at discounted prices. From 1900 to 1907 were defi ned the main directions of activities of Vyatka governorate authorities and local zemstvo self-government in improving farming in the region, has accumulated experience solving the tasks, which has found its application in the subsequent time.
