History of Science and Engineering Annotation << Back VILLAGE ASSEMBLIES IN LOCAL GOVERNMENT OF KABARDIANS AND BALKARS IN THE SECOND HALF OF XIX–THE BEGINNING OF THE XX CENTURY D.N. Prasolov In article the role of village assemblies in the organization of the local government of Kabardians and Balkars which has developed as a result of their integration into structure of a management system of the Russian Empire at the North Caucasus is considered. New documents on the beginning of realization of selective functions by village assemblies in the Kabardian and Balkar auls in the 1860th are revealed. The main functions of descents in the system of rural public management and their development in administrative regulations and practicians of self-government of the post-reform period are defined. It is revealed that despite supremacy of the rural foreman in communal management, the descent of householders repeatedly acted as independent and powerful public force, defending alternative views if actions of local authorities weren’t coordinated with representations of the communal majority and its informal leaders.
