History of Science and Engineering Annotation << Back The Reformation Draft of Russian Railways Management In Early 80s, XIX Century: Expectations and Results V.N. Testov The absence of laws regulating relations between railways, society and the state was the main motive for E.T. Baranov’s Committee to work out a project of the first «Russian general railways regulations» which was later presented to the State Council for final consideration and adoption. However the most important initial section about the central coordination body formation was completely withdrawn from the project due to critical remarks of various Ministries’ leaders. In June 1885, emperor Alexander III, approved the project of Council Regulations on railway affairs, alongside with the approval of the given project in the status of Russian Empire, according to which its institution as a part of Railway Ministry and further long-term functioning was put to life.
