History of Science and Engineering Annotation << Back CONGRESSE OF ENTRUSTED IN THE TERSKY OBLAST’ IN ESTIMATES OF CONTEMPORARIES (THE SECOND HALF OF XIX–THE BEGINNING OF THE 20TH CENTURY D.N. Prasolov In article are considered the main forms of lighting by contemporaries of activities of congresses (charges) entrusted in districts of the Tersky oblast’ in the second half of XIX–the beginning of the 20th century. The interrelation of emergence of these self-government institutions with integration of the region into administrative political system of the Russian Empire is noted. The prevailing attention to activities of the congresses entrusted from representatives of the regional intellectuals is revealed. Especially it was characteristic to start the 20th century when in the North Caucasus movement for distribution of zemstvoes in the territories of accommodation of the people of the Caucasian Namestnichestvo began to extend. The legal regulation of public life became one of the main complexes of problems with which solution congresses entrusted throughout the second half of XIX–the beginnings of the 20th century dealt: development of regulations on pasturable land use, acceptance of emergency measures on fight against thefts, regulation of an order of registration of the marriage relations, organization of the intermediary courts designed to settle interethnic contradictions. It is revealed that contemporaries assessed experience of activities of congress of the entrusted Kabarda and five mountain societies most positively.
