ZEMSTVO HEALTH STATISTICS IN LATE XIX–EARLY XX CENTURY (BASED ON SARATOV PROVINCE DOCUMENTS) |

The emergence of health statistics in the Russian Empire was connected with the activities of zemstvo and the development of zemstvo medicine. The idea of priority sanitation work became popular among physicians in 1870-s. Prophylactic measures required to identify the main factors of morbidity and mortality. Statistical research in Saratov province began thanks to the initiative of the participants zemstvo medical congresses. The establishment of the provincial center for sanitary measures, Saratov Sanitary Bureau (1889–1896) and the Department of public health (1903), was played a special role. The number of cases and deaths were recorded by doctors and subjected to further analysis. The results discussed at medical congresses and allowed to plan preventive work. Zemstvo health statistics allowed discovering the role of professional, religious, cultural, anthropological factors in the spread of certain diseases. In addition, the findings showed the need for social change in the Russian countryside: welfare improvement, raising the level of education. Publication of statistical reviews attracted public attention to the problems of the Russian countryside.
