Formal and Actual Functions of Parliament in the USSR in 50–60-s

This article provides an analysis of the formal and actual functions of parliament in the Soviet state. The article raises such a question as the existence of parliament in the Soviet political system. This issue has been subjected to careful analysis, since the parliament, in most cases, is a phenomenon of democratic states. Thus, the Supreme Soviet is regarded as the "Soviet parliament". Further, the article raises the following question: on what grounds can the Supreme Council be considered a parliament? The article analyzes the activities of the Supreme Council, examines the procedures for electing candidates. Further, the article describes how the functions and powers of the “Soviet parliament” changed depending on the historical period. The 50–60-s of the twentieth century are taken into account as a historical period. For Soviet history, this period is interesting in that the transition from a totalitarian political regime to an authoritarian one begins in the country. In other words, after the death of Stalin, Khrushchev came to power, whose policy was marked by the gradual relaxation of the Stalinist regime. These changes are reflected in the work of the Supreme Soviet. Since the period of the article also affects the reign of Brezhnev, then Brezhnev's stagnation is also taken into account. This period of Soviet history is also interesting from the point of view of changes in the functions of the Supreme Soviet. During the reign of Brezhnev, there was a tendency towards the strengthening of totalitarianism, but in this case it was the Supreme Soviet that became the central authority. In the conclusion, generalizing conclusions are given, an answer is given to the question of the legality of comparing the Supreme Council with the parliament.
