History of Science and Engineering Annotation << Back DEVELOPMENT OF THE REGULATORY BASE IN THE DIRECTION OF THE INDUSTRIAL SAFETY INSPECTION HAZARDOUS PRODUCTION FACILITIES A.S. Salov, E.A. Mukhamedzyanov The historical analysis is presented with the chronological order compilation of the regulatory base development in the direction of the industrial safety inspection hazardous production facilities. The analysis included the main stages in the development of rationing, beginning from the 1990s, characterized as a period of deterioration in the material and fi nancial situation of industrial enterprises and an increase in the number of major accidents. These consequences have exacerbated the problem of industrial safety and raised it to the top of the priorities of public administration. The article analyzes Federal laws and government orders, published since 1993, which are officially confirmed the necessity for state supervision in the direction of industrial safety. The formation of the state regulation structure in industrial safety arose in 1997 on the basis of Federal Law No. 116-FZ. In addition, in the course of the history issue studying, a chronological chain in the area of environmental, technological and nuclear safety supervision in Russia from 1719 to the present is presented. According the development of regulatory documentation over the past decade, a significant number of regulatory legal acts and technical documents have been received, which revealed in detail the concept of risk analysis and introduced it into the sphere of the industrial safety expertise responsibility of hazardous production facilities. The variation in federal legislation created the prerequisites for making the necessary clarifications to existing rules and regulations, and acceptance new normative-legal and normative-technical documents in the field of industrial safety.
