Development of the Regulatory Framework in the Area
of Energy Effi ciency of Buildings and Structures |

The regulatory framework in the area of heat protection of buildings and structures is constantly improving in increasing of the requirements
for energy effi ciency of buildings. At the end of the 20th century, this problem was solved by signifi cantly increasing the level of heat transfer
resistance of enclosing structures. One of the ways to achieve this task was the introduction of new design solutions of multilayer heat-effi cient
exterior walls, where load-bearing, heat-insulating and coating functions of the enclosure are divided into separate layers. Depending on
architectural traditions and climatic conditions in each region of the Russian Federation, exterior heat effi cient walls have their own features.
Due to further development of regulations on heat protection of buildings at the beginning of the 21st century, an integrated approach in
improving the energy effi ciency of buildings prevailed. Therefore, new buildings and structures have been equipped with more advanced
heating and ventilation systems in addition to heat effi cient enclosing structures.
