This Part II is written by those ones who knew E.M. Lifshits personally: physicists theoreticians A.A. Roukhadze and M.A. Liberman, and historian of science B.S. Gorobets who had been mixing with E.M. Lifshits within the bounds of his family. E.M. Lifshits appears as an outstanding scientist and scientific writer, as well as the editor of the famous magazine JETP. Тhe citations of outstanding theoretical physicists, academicians N.N.
