This issue was formed few years after «The State Experimental Electrical Engineering Institute» founded in 1921 according to the Council of Labor and Defense Decree signed by V.I. Lenin. The development stages of this issue are briefly reviewed beginning from a small laboratory of rare gases to a large physical and engineering unit of VEI referred to as the research and development center «Energy». The scientific and engineering works performed in the center during many years are discribed. Information is given about the scientific fellows of the center and their achievements.
